Korean provinces

Seventeen answers, and only nine of them are provinces. The other eight are cities that rank with a province rather than sitting inside one, so half of this map is regions the size of a county and half is dots the size of a fingertip. Get the nine provinces first: they are laid out north and south in pairs, and the names say which is which.
